			<content:encoded><![CDATA[<p>Today&#8217;s installment of Virginia Buzz features tax increases for Fairfax County residents and news from the Virginia House Republican Caucus.</p>
<p>First, on to Fairfax County, where in a 7-3 vote, the Board of Supervisors voted in favor of bringing back the car tax (decal fee) and increase the storm water tax.  The three voting against the tax increase were:</p>
<ul>
<li>John Cook, Braddock</li>
<li>Pat Herrity, Springfield</li>
<li>Michael Frey, Sully</li>
</ul>

<p>The General Assembly convened today to vote on Governor Bob McDonnell&#8217;s budget recommendations. The House Republican Caucus also voted on a new caucus chairman to replace Del. Sam Nixon (Chesterfield), who recently resigned to take over as Chief Information Officer of the Virginia Information Technology Agency.  Del. Tim Hugo (Centreville/Clifton) was elected as Chairman. <li>What is it with the General Assembly and their obsession with raising fees this session?  The budget deficits have caused great discussions and debate about fee increases to generate revenue.  <a href="http://www.familyfoundationblog.com/2010/03/10/general-assembly-must-tame-its-appetite-for-tax-and-fee-increases/"><em>Family Foundation Blog</em></a> has a great post up encouraging the General Assembly to tame its appetite for these increases.</li>
<li>Could a tax hike on businesses in Virginia be enacted?  According to the rightwingliberal at <a href="http://virginiavirtucon.wordpress.com/2010/03/11/tax-hike-on-business-hod-says-yes-bolling-says-no/"><em>Virginia Virtucon</em></a>, the House of Delegates is strongly considering the tax hike, while Lieutenant Governor Bill Bolling believes that a tax hike would break promises of a general tax increase.</li>
<li>Meanwhile, <a href="http://voices.washingtonpost.com/virginiapolitics/2010/03/post_636.html"><em>The Washington Post&#8217;s Virginia Politics Blog</em></a> reports that hundreds protested an Arlington Delegate&#8217;s invitation for a Fairfax Imam to deliver the opening prayer during the House session.</li>

			<content:encoded><![CDATA[<p>Richmond, Va.&#8211;An important pro-life bill will finally receive a hearing in the House Courts of Justice Subcommittee on Constitutional Law, Wednesday, February 10, after the session adjourns for the day.  <a href="http://leg1.state.va.us/cgi-bin/legp504.exe?ses=101&#038;typ=bil&#038;val=hb112&#038;Submit2=Go">HB112</a>, patroned by Del. Bob Marshall (R-Manassas), is an important piece of legislation that will begin restoring the civil rights of pre-born children.  </p>
<p>Dels. Clay Athey, Charles Carrico, Ben Cline, Todd Gilbert, James Morefield, and Brenda Pogge have all joined by co-patroning this legislation.</p>

Bob Marshall (R-Manassas) recently introduced <a href="http://leg1.state.va.us/cgi-bin/legp504.exe?101+mbr+HB10">HB10:  The Health Care Freedom Act</a>, and there is good news to report from the House of Delegates.  HB10, which will ensure the individual&#8217;s right to participate in the health care process and exempt Virginia out of the President Obama&#8217;s health care plan (should it become law), was passed out of the Commerce and Labor Committee yesterday with a <a href="http://leg1.state.va.us/cgi-bin/legp504.exe?101+vot+H1402V0002+HB0010">vote of 8-2 and 1 not voting</a>.</p>
<p>This is good news, and the bill will be heard before the House of Delegates in the next week.</p>
